To stop the server:
sudo service isc-dhcp-server stop
To disable the server from starting on boot:
echo manual | sudo tee -a /etc/init/isc-dhcp-server.override
To re-enable the server on boot:
sudo rm -f /etc/init/isc-dhcp-server.override
